Trucking –
- As of December 18th, the national average price of diesel is $3.894.
- Dropping 9.3 cents compared to the week prior.
- Class 8 sales drop in November – for the fourth consecutive month
- Port of Los Angeles is planning to add a near-dock chassis facility and container storage yard
- This facility will be used for storing, maintaining and repairing chassis. Plus, a temporary storage yard for empty containers.
- Over 1,100 union workers at DHL express are on strike at a Cincinnati air cargo hub – since Dec. 7th.
- Update: as of December 15th – members of Local 100 in a variety of U.S. cities have refused to cross picket lines by CVG workers
- DHL says they will not resume bargaining until January
Rail –
- U.S. Customs Border Protection has halted freight rail operations at two Texas ports of entry Freightwaves reports.
- Surface Transportation Board has extended the deadline – to December 20th – on feedback for its proposed rule on reciprocal switching.
- Union Pacific is expanding their on-dock rail service at Port Houston – including access to four more inland markets
- Georgia Ports Authority approves $127 million for building the Blue Ridge Connector – an inland rail terminal
- This new terminal will serve a variety of industries such as consumer goods, heavy equipment, food, and forest products.
Cross-border –
Canada:
- Contract talks out at the Port of Montreal appear to have stalled, as a deadline for a potential strike looms (would not be earlier than January 4th).
- The dockworkers union chief negotiator cites the maritime employers have yet to make an offer on a new pay package, as the reason for the stall.
- Shippers are ‘urging’ the Canadian government to get involved in avoiding a potential strike.
Mexico:
- In the third quarter of 2023, Mexico averaged 57 thefts per day from cargo trucks, per Overhaul.
- Food and drinks, miscellaneous goods, and building and industrial materials remained the top three most stolen product types.
California Seeks a Waiver From the EPA on ACF Rule Implementation
The California Advanced Clean Fleets (ACF) rule is set to be implemented in under three weeks, and the state of California is calling on the Environmental Protection Agency to provide them a waiver that would “end any questions about whether the state can implement it.”
Starting January 1st, trucks must be registered in the California Air Resources Board (CARB) online system to conduct drayage activities in California. You can read more about this, here.
Truckers and ILWU plus Terminal Operators in LA/LB, Disagree Over Chassis Paperwork Proposal
Truckers are pushing back on a proposed rule that would require truck drivers that work the ports of LA and LB to provide proof of ownership or lease for all private chassis.
If not, they would be sent for a safety inspection prior to picking up cargo, which some say would create an increase in the gateway’s truck turn times.
Wreaths Across America
Wreaths Across America is an initiative to honor veterans and their families by placing wreaths on the graves of fallen soldiers, in remembrance.
The Honor Fleet involves volunteer professional truck drivers to transport the millions of wreaths, to over 2,500 cemeteries and memorials throughout the country.
Wreaths Across America is committed to teaching all generations about the importance of honoring those who sacrificed so much to protect our freedoms.

Annual outlooks ahead of the last two years were about as accurate as dropping a basketball ten thousand feet from a commercial jet and swishing it through a random hoop on the ground.
However, there appears to be more confidence this time around as the trucking industry approaches 2024 as experts lay out their assessments of what to expect in the new year.
So, what’s trucking’s prognosis for 2024?
New York Will Require 2-Person Freight Train Crews
Class I and II railroads that operate in New York will be required to have at least two crew members when running a freight train.
This bill goes into effect 30 days after being signed into law – per Freightwaves – which was signed on December 8th by the New York Governor.
The only other states to sign a train crew size bill into law are Ohio and Kansas.
South Carolina Ports Investing More In Rail to Support Growth
The South Carolina ports are further expanding their rail capabilities to support the growth in the Southeast.
Construction is currently underway at the Navy Base Intermodal Facility, which will help improve the speed of goods to market, enhance port capacity and service when it opens in July 2025.
The facility will serve both Norfolk Southern and CSX which will create a direct connection between the South Carolina ports’ port terminals in Charleston and rail-served inland ports in Greer and Dillion.
Weekly Rail Traffic for the Week Ending December 9th, 2023
- For this most recent week, overall U.S. weekly rail traffic was 499,094 carloads and intermodal units, up 1.7 percent compared to last year – per AAR data.
- U.S. intermodal volume was 269,670 containers and trailers – up 5.5 percent compared to last year.
- Motor vehicles and parts, chemicals, and metallic ores and metals all saw increases. While coal, non-metallic minerals, and grain all saw decreases this same week last year.
- North American rail volume for the first 49 weeks of this year was 32,202,281 carloads and intermodal units – down 2.8 percent compared to last year.
